Windows 7 Action Center and Firewall applets gone missing

I have tried to launch both Action Center and the Windows Firewall applets from help and support and from the windows explorer. Neither will start and neither appear in god mode. The dll's do exist and sfc/scannow found no issues. Any .reg that will get this back working?

Windows 7 -

Action Center - click on flag icon, lower-right screen or via Control Panel.

Firewall - Control Panel or click start, type firewall.cpl

When I right click the flag, the "open action center" option appears but nothing happens when I click it. Doesn't appear in Control panel and won't start from help and support.

Firewall applet doesn't show in Control Panel (not it the do not show key either) and when I run firewall.cpl the hourglass shows of a second then nothing.

Try a different user account. Activate Hidden admin account -

Hidden Admin Account - sysnative.com - MVP

No luck. Same results with hidden admin account and another user account.

I think it must be some registry key somewhere.
