Please post a screenshot from System Requirements Lab so we can see the results. It might have mistakenly identified one of your components, probably the integrated graphics.

If your computer lags in GTA San Andreas, it will definitely struggle with Far Cry 2, even on low settings.

Your onboard Radeon 3000 passes the video memory and shader model requirements, but it's still very slow (about the same as a GeForce 6600). The game will run, but you'll have to set the graphics options to minimum and possibly reduce your screen resolution.

I used to play Far Cry 2 with a GeForce 8800GT, which is much faster than the Radeon 3000, and had to reduce some of the settings to get decent framerates.

The big difference in speed the the video ram, a discrete video card has ram on the card, with integrated it's shared with the system and the video has route through the CPU to access it.
