Google Maps offline

I don't have unlimited data. For the last year and a half since I've had this Samsung Galaxy I've used Google Maps without turning data on. I've downloaded a map of good part of where I typically travel and then some. About a month ago I could no longer press the Start key after choosing a destination - would get the 'No internet' message. Also - Google Maps now asks me to enter My Location. Never needed to do that before. Lately I've been turning data on, then Start. I then turn data off after a minute or so. Like before, the navigation voice is the 'offline' voice which is a bit different than when data is on.

I thought maybe when I usually start out in my driveway I was getting internet via my Wifi - but I know I've been elsewhere with data off and didn't connect to any WiFi and I was able to use offline maps via just the GPS. I downloaded a new map about a week ago and same thing. I wonder what could have changed? I tried it just now at home and even though it prompted Your Location I was able to press Start to begin navigation since I was on the home Wifi.
