According to the Pic you attached in Post #19 though you moved the phone/camera while taking the picture, making it blurry.
Under the Main tab, you have a 512 GB T-Force SSD installed. So, the computer recognizes your SSD, now you just have to install Windows 10 to it. Why do you think the drive is not recognized by Windows? Unless you haven't installed Windows yet?
Also according to the Bios, it recognized a +65 W AC power adapter attached.
Go to the Advanced tab, there should be a section for the laptop Battery Health.

It is hard to see with such a blurry picture, but at the bottom you can Set the Bios to Defaults, I believe it is by pressing F9

Sorry about that pic. It was hand-held with a very old, low res digital camera. This was the best pic out of the 10 I took - and edited for the best results. I've yet to execute the #20 suggestion. The SSD has Win 10 installed. Will get back.

Pressing F2 will take you into the System Setup page ... I see no information about getting into the system information page. Information seems to be limited to this document.

I have failed to find any photos or similar to show step by step guide through the BIOS.

I did notice though that a service manual is available for downlosd, but doesn't cover setting up the BIOS.
After trying both options, the F2 screen remains as pictured above. On "restart", I get the same "No Boot Device Found. Press any key to reboot the machine," message on a black screen. Incidentally, I had the new battery charging for 6 hours last night. It doesn't operate the machine if the adapter is disengaged.

Under "Boot", no UEFI or "Legacy/CSM" is shown. Only "File Add Boot Option", "Secure Boot", "Secure Boot (Enabled) and "Load Legacy Option Rom (Disabled)" with "Boot Option Priorities" also shown. Also, It takes about 30 seconds for the machine to show a picture after startup and it keeps beeping 5 times when moving into F2.
 
As discussed in Post #18 looking at the lined page, at the Dell Beep Codes, 5 Beeps is a Real-Time Clock Power Failure
You can try and reset it.


Every Bios is different, especially ancient ones, like yours. You have to decipher the closest wording that you are offered

"Boot Option Priorities" is also known as First Boot Device. Your SSD should be listed as the First Boot device, if not change it.

You can Enable Legacy Option Rom to be able to run a drive that is Initialized MBR (old Bios type)
Try also Disabling Secure Boot, you may need to return here to Enable it, if your SSD is Initialized GPT for UEFI Bios.

Save and Exit, See if it improves.

None of these options work. The machine still doesn't recognize the SSD when booting (but it's shown on the bios page and functional in another machine) and doesn't recognize the attached main battery, which was new when bought a year ago. It was charged for 6 hours. Also, the keyboard performs stubbornly and doesn't light-up as it should. Might it be a keyboard issue?
 
No there is a Bios issue. (Real Time Clock)
If you can enter Setup (Bios), set it to Defaults, the key is identified at the bottom of the Bios screen, usually by pressing F5.

If that Fails, Clear the CMOS, replace the Battery, if you can.
How To Clear CMOS on Dell Inspiron 7548? [Reset BIOS]
If still fails, the motherboard may be damaged beyond repair.

If trying to install the Windows OS to the SSD, then you need to install the IRST driver.

Download the IRST driver and place it on the Root of your USB Flash drive.,
Boot the from the Windows Installer USB.
Choose your Language, then Install Now, then Custom Install.
In Where do you want to install Windows? if it does not show your SSD,
Then Browse to look for drivers, and select the IRST driver on your Flash drive.

After Rebooting it will recognize the SSD to install Windows to.
