when i go on YouTube, i gotta let it buffer 4 a while, 4 the video 2 play....

my download speed is around 2650kbps/upload is like 700...

is YouTube jsut like this?

YouTube throttles itself to users. This is, due to the sheer number of users using it at any given time, to more efficiently use its bandwidth.
