Do the programs start properly from the Start menu?

Try installing SP3 for a start, even though the problem probably has nothing to do with service pack.

Restart the computer in Safe Mode, Uninstall any new software or drivers you might have installed. Or do a System Restore. See if you can access any programs on the desktop. Then try the All Programs list, and then browse to the C:\Program Files and try the exe's from there.
