XP Profiles won't load, blank desktop until you pull the network cable

Hey guys,
I work form IT Department and yesterday we had a wide spread problem on our XP boxes.
When a user logs in, it looks as though their desktop doesn't load. No Icons appear and you just get a cursor but no right click ability or Ctrl Alt Delete function.
After playing around with it, we noticed as soon as we disconnected the cat 5 cable from the NIC that the user profile immediately started to load and we could reconnect the network cable and things worked normally.
We scanned for Virus (Symantec End Point) and Malware (Malwarebytes) and found nothing. This has happend on different V-Lans on our network as well as different centers throughout the country not just at the corporate office.
We are on a 2003 Server, Active Directory enrivonment, with no roaming profiles. Any ideas?
