XP mysteries: PCDR kernel error, no PnP

I have read and followed everything available in MS knowledge base; on boot - 'PCDRSRVC - PCDR KERNEL MODE SERVICE HELPER DRIVER'
I searched the registry, to no avail. The only hardware problem is the complete lack of Plug and Play. Yes, I removed USB root hubs, disabled legacy in Bios, restarted in Safe Mode, etc.
Device Manager shows 4 USB controllers and 4 root hubs. I've searched for driver updates and attempted to reinstall printer drivers, but on reboot, it's as though I had done nothing.
I've run diagnostics; scanned and cleaned system with MS Anti-Spyware (fixed all the side effects from that). I would appreciate suggestions, feedback.

Go to Add/Remove Programs and uninstall the program named PC Doctor.
