Loads to a screen that is black with a white arrow in a yellow box ,it freezes there till you hit esc ,then a meesage says not fully loaded try setup again or something like that ,put cd in but still does same thing .
Any answers ?

please clarify you got the options page and selected boot into Safe Mode and then it starts to load into SAfe Mode but hangs at the point you mentioned??
yes it hangs in safe mode or reg mode
sounds like a corrupted Operating system...do you have the XP install disk to attempt a repair of your Windows operating system??? did you recently change your hardware or software after which this started or do an improper shutdown of your PC??
when I hit escape a meeage pops up saying all the files weren't loaded run setup again or something like that .
Put disk in but same problem everytime
check your Bios to verify that the boot order has the CD or DVD drive listed first. that will force the PC to attempt to boot from the CD or DVD drive first once that is set to first in the boot order ,,,if the xp install disk is a bootable disk--you should see a message that says hit any key to boot from CD. if you never see that then this is not a bootable install disk...
all of the above has been tried ,same problem persists
and you get the message to hit any key to boot from CD and then what happens?
Sometimes on my laptop if i have a thumb drive in a usb port I get boot issues as well.
Like "missing operating system".
Or "Failed to load boot device".

Acctually every time I boot with a flash drive in it does that...

Are you using the acctual windows disk or is it a back up?
windows loading and then it goes to the screen with the arrow and freezes
disk that came with pc ,tried another one I have but no luck
when you boot from the cd, Windows shouldn't ever get a chance to load.
You should see a prompt that says "Press any key to boot from cd..."
Press one.
Then after about 2 minutes of driver and file installing you will recieve 3 options. "Cancel" "Repair" or "Install Windows"

INSTRUCTIONS:

1. Put the cd in the tray.
2. Restart Machine.
3. Start Pushing F2
When you see the Bios Screen
1. Select Boot Device Order (or equivalent)
2. Set Boot Device 1 as your cd or dvd drive
3. Save and Exit Bios
4. Watch for prompt to "Press any key to boot from CD..."
5. Press any key before this screen passes.

check for viruses on your computer
remove any newly installed hard drives or hard drive controllers
check your hard drive to make sure it is properly configured and terminated
