windows vista OS DVD never loads

I have my CD-rom drive is first in the boot sequence and I'm trying to boot off the disc so I can repair the OS or atleast reinstall it on my second harddrive so I can wipe the first which can no longer load due to a corruption in one file. However, the DVD runs and loads to the point that it's at a windows vista background with a mouse arrow and that's it, it never loads the language selection screen. What do I do at this point?

If you have a desktop then beg/borrow another DVD drive. I had the same issue, due to a slow DVD drive. The other option is to leave it for 15 minutes (or more) and it will eventually appear.
when this happened to you did your original drive become usable again?
Can you boot from non-Windows OS DVD or CD?

In the DVD drive?

The DVD may be damaged or as noted by reventon, the DVD drive may be bad.

Use KillDisk to wip the entire HDD, then try OS install again.
