Please help me in solving a windows update failure. I have windows 7 Home Premium SP1 64.

The two windows updates that fail are
System Update Readiness Tool for Windows 7 (KB947821)
any Microsoft.NET framework both 4.5.2 (KB2901983) and 4.6.1 (KB3102433)

I found a similar thread and followed the steps in it, but no joy.
Performed SFC /scannow, but the WRP did not find any integrity violations. I tried to run the SURT tool (same tool as KB947821) by a manual download and run but it reports the "hotfix failed to install". So I don't have a SURT tool log to submit.

What's the next step?

Manually download the stand alone updates

Tried all three links in the order given. The top one was for Win7 32 so downloaded the analogous file for Win 64. All three manual installs failed.

Tried the following KB on fixing the windows installer

None of the first three methods worked. The gif file displayed to the right below is what windows services claims is the Windows Installer status after method 3.

Perfomred method 4, manually uninstalling all listed versions of NET Framework and tried those installs again. Same errors

What else do I try?
