It is normally associated with m$ office, it is the speech component, you can remove it by going to the add\remove programmes section.
When launched scroll down to office and highlight it, click on change and it's install window will come up.
Once in there you want to add\remove features from memory, select custom install, then check the bow at the bottom, can't recall the wording offhand but there is only the 1 box so check it and select next\continue.
Now you will see a list of the components if I remember right, scroll down and expand the box for shared office features (or something like that), the expand alternate user input, in the expand the speech component and click on it, you should see a list of options, select not available on this computer, now OK\next everything until finished and close the windows when complete, that should stop it if it was coming from there, hope it helps.
