Hello, I need some help with our offices Windows Server 2003. When I try and open the policys for the server I get the following message:

"Failed to open the Group Policy OBject. You may not have appropriate rights."

Ive read the article on the Microsoft website, but I dont know what its getting at.
Im not sure how I go about opening the "PDC Emulator"

This sounds like a permissions issue. You must have permission to read GPO's in Active Directory in order to open them.

Try logging in using an account with appropriate permissions, or have someone with the appropriate permission levels change your permissions to allow you Read access or above to this GPO.
