Windows Security Essentials Virus: My last hope

Ok Guys, Im out of options Ive got some form of wierd virus thats amazingly frustrationg. As Im talking to you thorugh safemode. Every time I start my computer normally, A message Continually pops up: Winodws security Essentails 2010 Is the Title of the program. An awfully unprofessional looking page comes up with but a few words. hERE IS 90% OF WHAT IT READS.

And thats it. Every time I try and close it out, A new window pops up but the old one doesnt go away. Ive tied moving the damn things out of my way to the bottom of the screen , But theres something that makes it constantly selected. I try to click on the start menu: It flashes for a second, then goes right back.

Im hopless, out of options, And afraid to do a sytem wipe. Any suggestions? Any help/ Please this forums my last hope :4-dontkno :sigh:
