There is missing options "Advanced speech options "

One the other hand i Can't switch this options.

I use some program to disable "useless option and privacy", but don't remember it name. Maybe there is a services which I was turn off?

When I do that, I have the second screen of first post the "Speech Recognition Error"

Yes, that was that,
For formalities:
I install package language
Settings App -> Languages -> Options for English

And install language pack.

Previously i've got install English and Polish voice packages - but there isn't the same
