Windows movie maker is a part of Windows which is why it doesn't appear in the add/remove programs list.
Start by checking that you can import those videos correctly in Windows Movie Maker with another computer to make sure the problem is not with the video files.
Check that you have enough free space on the system drive. Then check that there are no errors on your drive : right-click the drive letter in windows explorer => properties => tools => click on "check now" under error checking and tick both boxes. You'll be prompted to restart the computer, the scan will take some time so be patient. Once you know the drive is clean defrag it as well as the drive where the videos you want to import are stored.
How much Ram and page file do you have ? To check the page file settings right-click my computer => properties => advanced => settings under performances => advanced => change.
It's possible that some of Windows movie maker's files got corrupt. To repair them go to start => run and type sfc /scannow (mind the space between sfc and /scannow). If you are prompted to insert an XP CD you'll need to slipstream SP3 on your CD before you can use it with sfc.
