Windows File browseui.dll problem

I've searched and can't find a solution that will work for me...

My problem is that the file windows/system32/browseui.dll is corrupt on my laptop. (Yes its my fault I was trying to modify my desktop following instruction online). So basically after i enter my user password at startup i get the error message saying something along the lines of "browseui.dll is missing". It then loads a white screen where i cant do anything.

Now my big problem is I dont have an OS disk or Backup disk... How can I fix this problem without physically accessing the folder?

Any help would be greatly appreciated...

You're going to need a Windows disk to get into Startup Repair. It depends on the system as to which type of disk you can get. Let us know the make and model of your laptop and we can advise from there.
Thanks for the reply, I was however able too access system restore through the task manager which fixed the problem.
