Windows Explorer restarts constantly

My computer is infected with the Vista Security virus.

I am unable to access the internet or start scanning programs.

It has now begun to put up a window saying winows explorer is shutting down. Then it says windows explorer is restarting. Then it shuts down again. Approximately every 15 seconds.

I have no doubt you need more infpormation than this but \i am not sure where to start.
