Windows 7 can't boot because of memory

My dell computer won't boot windows 7. I was able to get a screen that told me the error code 652F:0119 system memory failure-suspected mory component located on system board DIMM_1. I can't get to safe mode or do anything within the computer. I would like to be able to wipe the hard drive out and set it back to factory default. Is there anyway that I can do that? I have tried Ctrl F11 at boot like Dell says but it doesn't work. I have never worked within the hard drive itself so I would have no idea how to replace/remove memory boards.

Probably worth testing your memory . . click on the link to Memtest in my signature . . let it run on one stick at a time overnite or until it starts reporting errors

What Model is this Dell?
What Operating System did it come with?
Do you have the Reinstallation disc that came with it?
