Windows 7 asks to confirm the open program actions

Windows 7 asks to confirm the open program actions even to Microsoft programs like notepad and any of all the other programs I'm using...
In XP it would not ask to confirm the open program action...
Please help..

Hello Jenae,
Well I lowered the settings and it does not help... Windows is saying that the publisher is unknown for its own products? Please see attached image..
