I really dont think that it is a windows issue. Did you go into you Bios and make sure that you power management is set up correctly and are you positive that you have an atx power supply. WHY DOES EVERYONE BLAME THIER COMPUTER PROBLEMS ON MICROSOFT OS's?
My bios is fine i run multiple operating systems.... Windows 98, Red Hat 7.3 and windows 2000. 2000 is the only one that refuses to shut down and switch itself off!!! SO QUITE FRANKLY ME SAYING THAT MICROSOFT ARE THE CAUSE OF THE PROBLEM IS RIGHT!!!!!!!!!!
I doubt this is the case but maybe you should see iof the powersupply requires drivers for win2k. Also I would check the power managment setting to see if there is ian option for it not to shut down the system when you shut down the computer
