If you want to boot your PC from a bootable CD like the recovery CD, you need to first check that the PC is set up so that "CD-ROM" is the first boot device in BIOS Settings.
To get to the BIOS settings you need to press and hold down a certain key as soon as you see the PC manufacturer's splash-screen. It may be F1, or F2, or 'Delete'. It should tell you what key to press at the foot of the splash-screen. It will say "Press F1 to enter setup" (but it may not say F1).
You will then get a blue screen with white text. This is the 'BIOS Setup'
Look for "Boot" or "Boot Options" in the top menu and move across to it with arrow key.
Set "first boot device" to CD-ROM.
Press F10 to 'save & exit'.
