I have a HP dv6-2155dx laptop that is 6 years old. The harddrive is a seagate and i think it recently gave up on me. So I put in a Crucial M500 240GB and loaded the HP restore discs with Windows 7 Home Premium. I've loaded it 3 times, each ti e everything works fine except for Windows Update. It always tells me the system is not running, even though I have Automatic Updates turned on. I've installed every HP driver, Crucial driver and Microsoft driver to fix the problem to no avail. Even the direct downloads of Windows updates, including SP1, fail during install. Even the Windows Update diagnostic tool fails to start. It's like the freakin computer has a mind of its own and deliberately thwarting every attempt to update windows. I'm all out of ideas.

The HP came with Norton originally, that was the only thing on here and I disabled and uninstalled it. The "System Update Readiness Tool for Windows 7 for x64-based Systems (KB947821)" is yet another direct download from Microsoft that fails. I even tried disabling Windows Firewall.

Windows Update Diagnostic - An error occurred, An error occurred while troubleshooting: A problem is preventing the troubleshooter from starting.

Windows Update Agent Installer - Install Failed, Install failed with following error number: 0x8000ffff

I even tried the the Windows Update Standalone Installer in Safe Mode

Windows Update Standalone Installer - Installer encountered and error 0x8007043c, This service cannot be started in Safe Mode

I have also tried selecting this using the Intel Driver Update Utility 2.5. During setup I get :

Setup Failed: One or more issues caused the setup to fail. Please fix the issue and then retry setup. For more information see the log file. 0xc8000247 - Unspecified error

I'm telling you, this thing is hell bent on preventing updates from being installed! I just don't understand what is going on. When I go to msconfig, it says Windows Update is "Running", but when I try to do the Windows Update, it is conversely telling me Windows Update cannot currently check for updates, because the service is not running. You may need to restart your computer.

Three finger salute and in the Task Manager see if it is really running. If so terminate it.

Did not work. I will also add that I was looking around on here for other options and found that Windows Defender is also unable to run. I hit Start Now and it fails. Same root cause I'm guessing.
