Hi finaldaniel welcome to TSF. Can you tell me the Watts on your Power Supply? Does it always make this high pitch noise or is it when your playing music, recording etc? I use guitar rig 2 with Sony Cakewalk. I'll see if there are any settings.
500 watts.. is it enough? when i use audacity, its ok but on audition, amplitube and guitar rig 4 its always making that high pitched sound. even with directsound and with asio..

EDIT: i've attached the sound that i hear..

Your power supply is sufficient. My best guess is your integrated sound card isn't up to par. I had to buy a PCI card to get the results I needed. You can however check the options area in the programs and set your soundcard as default playback device and see if that helps.

hmmm.. but it worked last week... i dont know why it didn't work..
btw, what sound card are you using? what is the best sound card for around 20 usd?
The programs you're using put a lot of strain on a sound card. The integrated sound cards are mostly designed for listening to mp3's and videos. They're pretty cheap quality and when we use them to the max they tend to wear out.

Something else you can try if it's a desktop is opening the case and use a can of compressed air to clean all the dust and dirt built up.
I have a Creative Soundblaster X-FI Xtreme Audio which was about $45. Not sure you can get a good one for under $20
