I just put together an new system, but I was expecting it to run cooler. It has an Intel Core2 Quad 3.0 (new), Intel DG31PR Mobo (used), stock fan + 2 case fans and OCZ Arctic 5+ silver TIM.

Just sitting at idle the cpu is up to 59C after 15 min. (and still slowly rising) according to the mobo's built in monitor. That just seems high to me. I've seen other people posting around 35-40C @ idle with the stock fan. Intel says as long as it's running below their max 71.5C they consider it normal.

The fan is sitting properly, but I noticed the mobo has slightly warped around the CPU area probably from the previous install. Would that warrent a new motherboard or perhaps a better than stock heatsink/fan? Any thoughts?

So, first here's most of the info requested:
Intel Core2 Quad 3.0 in a Intel DG31PR Mobo using onboard video.
4GB DDR2 6400
350W generic power supply

Motherboard reads Fans as:
CPU - 1095 RPM
SYS - 1735 RPM
Front - 1962 RPM
+5 Vin = 5.1150 V
+12 Vin = 12.2050 V
+1.25 Vin = 1.2590 v
VCoreA = 1.0750 V

Now this was interesting. I haven't installed an OS yet, just been in the BIOS, but I wanted to at least bring up and OS. I booted the Ultimate Windows Boot CD and the system monitor shows the CPU steady at 36C and has been for an hour. I would have figured the Mobo would be more accurate, but every time I boot it starts in the mid 30C's and just keeps going up.
So now my question is which do I trust?
