The "Startup Disk" does not load the operating system, it just sets up the environment so that you can load the O/S by running [Setup.exe] form the Win98 cdrom disk.
Does the startup disk load the Cd drivers and then tell you the "Drive Letter Designation" (D:,E:, F: etc..) for either the CDROM drive and/or the Ram-Disk drive?
If it tells you the "DLD" for the RAM-Disk drive but not for the CDROM drive then the "DLD" for the CDROM drive is simply the next letter of the alphabet following the "DLD" of the Ram-Disk.

Example # 1 D: then ------> = E:
Example # 2 E: then ------> = F:
Example # 3 F: then ------> = G:
So if you get this info. simply put you Win98 cd in the drive an at the "A:>" type (from example #2 above) F: and then hit [Enter].
When you get the F:> prompt type setup.exe and hit [Enter] and setback and let it do its thing and wait "info. prompts" and "the reboot prompts".
