volume problems

My girlfriend has a Dell Dimension 3000, XP. She has the original sound card to the best of her knowledge. We have the computer hooked up to a nice 250 Watt tuner, nice speakers the works. NOW, the problem is that it is very quite and sometimes the tuner/amplifier "overloads". I know nothing. Would a new soundcard help? Any suggestions on a type of card ? Thanks .
