Vista Only Boots in Safe Mode

I'm running Windows Vista Home Prem. 64 bit.

Whenever I try to logon normally after I type in my password it goes to a black screen were the only thing I can see is my cursor. Within around 5 seconds it goes right back to the login screen. It only runs in safe mode but not in low resolution so I don't think it has anything to so with video card drivers. However I have update all the drivers for my ATI Radeon HD 4000 series card.
I've tried running in last known good configuration but still nothing. Tried running a system restore but after the latest update all my restores were deleted for some reason. I still have around 700 gb left so I'm not sure why those got deleted. I've been working on this on two weeks and have tried basically everything.

Did the problem occur suddenly?
I tried the clean boot and it still wouldn't boot. Also it's a HP Pavillion Elite... AMD Phenon II X4 925 Processor, 2800 Mhz, 4 Cores. Video card is an ATI Radeon HD 4650. PC model is e9140f. Any help is appreciated.
Also Tyree it was working fine. I left for a week and it was shut off. When I got back I turned it on and it said installing Windows updates and after that II couldn't boot normally. Tried system restore but the new update deleted them. In safe mode I ran Malware Bytes and the system is clean.

do you have any windows CD that came with the PC - it would be worth running
