Vista Only Boots in Safe Mode

I'm running Windows Vista Home Prem. 64 bit.​

Whenever I try to logon normally after I type in my password it goes to a black screen were the only thing I can see is my cursor. Within around 5 seconds it goes right back to the login screen. It only runs in safe mode but not in low resolution so I don't think it has anything to so with video card drivers. However I have update all the drivers for my ATI Radeon HD 4000 series card.
I've tried running in last known good configuration but still nothing. Tried running a system restore but after the latest update all my restores were deleted for some reason. I still have around 700 gb left so I'm not sure why those got deleted. I've been working on this on two weeks and have tried basically everything. ​

have you tried a clean boot -
How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7
find out if something on normal startup is causing the problem

I tried the clean boot and it still wouldn't boot. Also it's a HP Pavillion Elite... AMD Phenon II X4 925 Processor, 2800 Mhz, 4 Cores. Video card is an ATI Radeon HD 4650. PC model is e9140f. Any help is appreciated.

Also Tyree it was working fine. I left for a week and it was shut off. When I got back I turned it on and it said installing Windows updates and after that II couldn't boot normally. Tried system restore but the new update deleted them. In safe mode I ran Malware Bytes and the system is clean.
