I'm looking for a new video card rather than upgrading my whole system. I'm looking at the sapphire 3850 agp card.

My system:
Asrock K7S41GX - 2 PCI, 1 4x/8x AGP
Amd sempron 2500+(overclocked to 1.94ghz)
2gb ram
350w psu

The only game I play is WoW and I know that's not too demanding on the computer. My frame rate varies from 5fps to 20fps...usually hovers around 15fps. I know I'll have to get a bigger psu and my system will keep the card from performing at it's best, but will I have any issues with it? Any suggestions if so?

You're right about needing a new psu as well. There shouldn't be any issues with the functioning of the card, physical size could be a problem if you have too small of a case. A mid-tower should be fine. I would go with 500+ watts from a quality manufacturer, and if you are planning to build a new computer within the next couple years, it would probably be worthwhile to go up to the 650-750 range. More power than you need is a good thing, if it weren't for cost, everyone would have 1000+watts. Look for a psu by manufacturer's like Corsair, SeaSonic, CoolerMaster (Real Power Pro), PC Power and Cooling, Silverstone, Thermaltake (Toughpower), OCZ.
Corsair makes great psu's, here's a very good and popular one. http://www.newegg.com/Product/Product.aspx?Item=N82E16817139004
