Video capturing card
I'm not sure that this is the right forum for asking this kind of question,
but if no one can help me with my issue here then perhaps someone can guide
me to a forum where it's more likely that I'll get an answer.
I need to find a VGA capture card which outputs a MPEG or AVI stream which
you can view live and also (at the same time) record onto disk.

Just about any card can do that, it's a matter of the software being able to do as you've asked of it. Ulead's software is pretty good in that area. I've also had great results from Cyberlink's PowerProducer software.
