I have a Win7 SP1 Pro x32 machine that I would like to setup 2 users on. 1 is going to be user and the other would be administrator. Is there a way to give the user slightly more security to allow them to download updates for and run anti-spyware software such as spybot? It seems as a user you can run spybot, or super antispyware, but not download updates.

If you are on an Administrator account you still have to right click on spybot and select "Run as administrator" on Windows 7. If you are on a standard account (limited) you can not run spybot unless you provide a password but spybot's functions might be limited in finding spyware on a limited account.
