Is there a way you can test an item as to whether it is USB 1.1 or 2.0?

I have 2 x 4 port USB hubs and when I plug my USB stick in it tells me if I used a faster port it would work better. It also seems that not all the ports on my PC are USB2.

Is there some software test that will tell my what is what?

Generally, self powered (ones that have a 110V adapter) USB hubs will run 2.0 and non-powered hubs at 1.1.
