Well I told them what I posted here and they said it's most likely a problem with the motherboard.Diagnostic over the phone?
I would look at the Power Supply and reset the CMOS first, before condemning the MB.
What brand and Model PC is it?

Reseting cmos is taking out the flat battery on the motherboard for about a min and/or shorting out the 2 pins next to it

Try turning it off unplug the the power brick, remove the battery, press and hold the power button several times, reinstall the battery, replug the power brick, see if it boots.

Try unplugging the power cord and removing the motherboard battery, press the power button several times, wait 10 minutes and reinstall the battery, replug and see if it boots.
250w PSU is not large enough to last in that system so even if this does work plan on upgrading the supply.
