Here are the specs to my new build. I pulled an nVidia GeForce 8600 GTS 256mb PCI-e out of my old PC. It worked fine but was wondering if I could/should take a step up. I video editing and sometimes HD. Running a 24" Dell Ultra Sharp and a 22" Dell wide for monitors.

If I do, I'd like to keep the cost at or under $100.

If all your doing is 2d video editing then an 8600 should be plenty.

HD uses alot more cpu power then gpu , you should be looking at cpu upgrades over the gpu.
