My add or remove tool won't open,is there another way to uninstall a program? If the program was installed with an uninstaller will that work?

Error message at start up Unable to locate msicuu2.exe

This message comes up every time I sart up the computer. Would this have anything to do with add or remove program tool not opening? I also get a message saying unable to locate rundll.exe (I think its spelled that way). What is that about. Thank you geekgirl for your response by the way
