when i go to add/remove programs it doesn't populate a list of what is on the pc.
If anyone can shed any light into this it would be appreciated.

Try doing a System File Checker go to Start>Run, type sfc /scannow (NOTICE THE SPACE BETWEEN SFC AND /). If you're not familiar with the SFC here's a site that will shed some light, www.updatexp.com/scannow-sfc.html. BTW, you will need your XP CD.

Go to your Start Menu > Run and type "regsvr32 appwiz.cpl" then press enter.
