  1. Unlock your phone.
  2. With a USB cable, connect your phone to your computer.
  3. On your phone, tap the "Charging this device via USB" notification.
  4. Under "Use USB for," select File Transfer.
  5. A file transfer window will open on your computer. Use it to drag files.
  6. When you're done, eject your phone from Windows.
  7. Unplug the USB cable.

Change your USB cable. A USB cable's ability to transport files varies. Connecting your phone to a different computer will allow you to test the USB port on your phone. Connect a different device to your computer to test the USB port on it.

When you connect the phone to the computer, if it is Unlocked, you also should get a Trust This Computer Message where you need to press Trust on when connecting for the first time.

will I need to do those steps each time I want to transfer files or will the file transfer setting stay?

I was able to transfer files using the steps above

I think the setting will be remembered but you will have to set it back to charging if you want to charge your phone via your computer. At least that's the way it is on my phone. If I plug into a wall or car charger it automatically switches to charging, however. Newer Android phones might do this automatically for the computer too but my phone is an old one.
