Unable to boot

I was unable to start my computer (running Windows XP) in safe mode. I went to run--msconfig and then clicked boot in safe mode. Now my computer won't boot at all. It just keeps going in a circle. I turn it on. It says it can't start and gives me the option to start in safe mode, safe mode with command prompt, safe mode with network connection, or normal startup mode. Whichever option I choose it just comes back to this screen with these same options. Please help.

d/load and run the hard drive makers diognostic utility on the hard drive
if it comes up clear boot into the recovery console and run
chkdsk /r
