Trobble With Morrowind mods

i have the morrowind mods installed exacly like it has it on the ReadMe, but
when i go to activate them at the Data file when i launch the game i choose the one or more mods i want to play with, and then i go back some time to see if thay r on but thay arn't. How do i fix this?
