Remove the battery and run the laptop on the "mains" power adapter only, leave the battery out till you can replace it. As soon as you see the Toshiba Splash screen, spam F2 to enter Setup (Bios) If you get into there, try setting the Bios to Defaults.
A computer that has a long boot time, has some hardware issue not allowing it to POST. You can also reseat the SSD, and the RAM modules and see if that improves the situation
