toshiba netbook - internet web page glitching

I have a toshiba netbook. Whenever I get online it tends to glitch when I scrool or move my mouse, especially on yahoo.com what can I do to fix this. It's probably a setting issue but I'm not that computer saavy. Help, I feel like I'm staring at a strobe light.
