Throttle linkage assembly Kohler V-Twin

I never understood this metallic jungle of a throttle/choke linkage but for the most part, it's worked. With reassembly now, I can't figure out where the second smaller spring shown on the diagram should fit. When placed where the diagram shows between that angled tit on the frame and the governor bar, it's far too long. I believe it was previously connected in tandem with the other spring but to another hole closer to the governor shaft. What's the function of it, anyway?

The Kohler model number will be something like this:
CH20-64680
However, as most parts sites go by implement manufacturer make and model so this is important info to have too.

Those governor springs are fiddly creatures and mine are always breaking or getting dragged off by brush. Lose a spring, put one in the wrong place, or bend a tab by banging into something and your engine won't run properly though. A sign of something not right with the governor system is a surging engine or one that's not idling or running at a speed where it's supposed to.

Supposedly universal so>From the throttle fly mechanism on the top of the carburetor the linkage spring stretches horizontally to the L-shaped governor arm. If that's the bigger spring, then by trial and error from no start to no choke for the little one. Kohler specs for CH20S vary based on tractor maker.
