TCP/IP has chosen to restrict the scale factor due to a network condition?

Hey i was going through my event log today and came across this warning:

[Source: Tcpip] [Event ID: 4228]
"TCP/IP has chosen to restrict the scale factor due to a network condition."

Does anyone know what this means and if it's something to worry about?
