Symantec antivirus cant be restarted on windows 7

Hi
I have an HP windows 7 computer with symantec antivirus on it. Today my wife had clicked accidentaly on one of those "your computer is infected things" - i did not witness it in person so i dont know more than that. Anyway, symantec was promptly disabled from what she tells me and now i cant restart it and i cant even restart it in safe mode. So one question, how do i get that back and 2. how do i remove or find whatever it is that has invaded our computer? sorry for the vagueness of my question, but its all i know at this point.
