Suddenly unable to access Synology NAS from one Windows 10 computer

For years, I have had very little trouble accessing my Synology DS1513+ (running DSM 6.2.4-25556 Update 2) by wifi from Windows Explorer on my Windows 10 computer, but now (since yesterday?) I can't. This issue is not affecting my other Windows 10 computer, my iphone, my old MacBook Air running El Capitan - version 10.11.6, or my MacBook Air running Big Sur - version 11.6.

On the affected computer, DiskStation is listed in the Windows Explorer left pane tree, but when I click on it, after several seconds, I get the message, "Windows cannot access \\DiskStation." Clicking Diagnose produces the message:

It is available but is not responding to connection attempts. A firewall or network security policy on the remote computer might be blocking the connection on port "file and print sharing resource."​

The only things I know to have changed recently are:
  • Avast suddenly became AvastOne (without my intervention) and activated its own firewall (about 4 days ago)
  • I recently installed SurfShark, using it 3 times without noticing any issues, but the 4th time, while watching Youtube from a different geographical region, I got a computer blue screen. On reboot all seemed fine, but I'm not sure I accessed the NAS until the next day (yesterday) -- that's when I 1st noticed the Windows Explorer issue.
The Operating system of the affected computer is:
Edition Windows 10 Home
Version 21H1
Installed on ‎12-‎Aug-‎20
OS build 19043.1348
Experience Windows Feature Experience Pack 120.2212.3920.0

To address the issue, I have:
  • turned off the AvastOne firewall and reactivated the Windows Defender one (issue still present)
  • Uninstalled Surfshark (issue still present)
  • Turned off both firewalls temporarily (issue still present)
  • Enabled NetBios over TCP/IP (issue still present so reverted to "use netbios from the DHCP server")
From the Synology side, I don't see any logs regarding my unsuccessful attempts to access from the affected computer.

When I connect directly to the router by Ethernet, I have no issue using Windows Explorer to access the NAS.
