stutter during media playback

I have a problem during media playback and possibley during any other process as well. The computer stutters, its like it stops for a couple seconds then continues, very annoying. I changed the ram, reinstalled the OS winxp, disabled the sound to make sure it wasn't a problem with the sound card, and tried everything else i could think of. Its a new board. heres the specs, pls help.

Motherboard: Biostar M7VIP
AMD Athlon 1600xp
256mb DDR ram
350w power supply

Biostar won't help, they have no support what-so-ever and the same is with newegg.com, where I bought it.

You say this is a new motherboard, Did you do a clean install of the OS or did you slap it together and hope for the best?
Yup, its a brand new motherboard. I did a clean install of xp, then while i was trying to resolve to problem I formatted and reinstalled it clean again, I still have the problem.
Oh yeah and one more thing, I tried to install win2k pro after trying everything else and when it tries to load the setup files at the beginning it keeps saying something like "disk i/o error 000008000" I tried 3 times to install win2k and it kept saying that. Thank you for any assistance. :D

If this is a hard drive that had another OS on it at one time you should probably try writing zeros to it using the drive mfg's. utility, such as Maxblast for Maxtor.

What brand is the hard drive. And this will take some time to complete but will be well worth it in the long run.
