strike F1 to retry boot, F2 for setup utility

Hello People of The Forum, I come in peace and in need of some tech savvy wizards [this is my first time posting/asking for help on forums ever. Thank you in advance.]

Problem: My not so bright older brother wiped out a dell dimension 2400 hard drive. I'm trying to get it working again but I keep getting "strike F1 to retry boot, F2 for setup utility" all the time. P/s There is no restore disk/cd.

What I have done: 1) Freed the computer from any dust inside. 2) Added thermal paste on the CPU. 3) replaced a thin/round battery. 4) Ran the hard drive and got the a strike 1 ("strike F1 to retry boot, F2 for setup utility").

hi SpYd3R 003 welcome to tsf,

since the hard drive been wiped clean you are going to install the operating system back to the hard drive. you can go here and request restore disks https://support.dell.com/support/topics/global.aspx/support/dellcare/en/backupcd_form
and here to guide you through for your computer Dell - Technical Support
on the first link you have to fill it out and submit it. they will get back to you. their will probably be a small fee.
