I would imagine that you weren't reformatting the entire PC, as Windows XP wouldn't be installed yet to provide you with the error (unless you were booted into a pre-installation environment).
The MSKB article is pretty straightforward -- file corruption, incorrect drivers, hardware failure or misconfiguration, or networking issues can cause this. That's a fair range, so if you made a recent change just before receiving the error, start your troubleshooting there. If the errors continue, even after a reinstallation of Windows, you'll need to run hardware and network diagnostics.
