You have to be really careful here. You don't want to cancel any startup programs that you would need. Just be aware. This permanantly stops programs from starting up when you start windows. If you still want some of these to start up, you'll still have to close them manually.
Additionally, if you don't already, run some spyware cleaning programs. They might be contributing.
