Start Menu loading time?

Hi all,

I just reformatted my system about a week ago (XP SP3). I noticed that after a reboot, when I move my mouse over to the start button, there's a small loading time (before I click the start button, as soon as the mouse touches it, an hourglass appears).

This happens even if I reboot the computer, leave it on for several hours, and then come back and start using it. It only happens the first time after a reboot/boot. Is this normal? It didn't happen before I reformatted. Thanks for any info.
